Bidding procedures for public works or improvement contracts and for other purchases shall conform to the statutory provisions contained in RCW 35A.40.200.

At the time fixed for receiving bids the city council may reject any and all bids presented and readvertise, in their discretion, or if no bids shall have been presented, or if in the judgment of the council such work can be performed or supplies or materials furnished by the city independent of contract cheaper than under the lowest and best bid submitted, it may cause such work to be performed or supplies or material to be furnished independent of contract.
