City funds in the custody of the city clerk/treasurer, which are not needed for immediate expenditures, shall be invested by the clerk/treasurer without the consent of the council for each investment. The clerk/treasurer shall keep a record of all bonds and investments and make a monthly report of all investment transactions to the city council as prescribed in RCW 35.39.
