There is established the Anchorage and Mat-Su Regional Transportation Organization (RTPO), a public forum where transportation leaders will consider multi-modal transportation projects that affect the entire region. The purpose is to create a common perspective, prioritization, and unified voice on transportation projects and issues that affect the entire region. The organization will address specific transportation projects as well as long range regional transportation planning.

The mission of the RTPO is to:
A. 
Create a vision of the regional transportation system required for long-term growth of the Anchorage and Mat-Su region.
B. 
Speak with a united voice on regional transportation project priorities.
C. 
Solicit maximum funding for regional priorities.

The authority of the RTPO is advisory and will provide recommendations to existing decisionmaking bodies of local and State agencies, the Alaska Railroad and the adjacent military bases.
The role of the RTPO is to:
A. 
Select and prioritize regional transportation projects

Establish a process to evaluate and rank regional projects.
2. 
Communicate project recommendations to local, state and federal officials.
B. 
Develop and update long-range regional transportation plans.
C. 
Review and advise government agencies and transportation providers on planning issues with regional significance.

The membership of the Regional Transportation Planning Organization will consist of:

The Mayor shall select two representatives of the Municipal Administration, one of which may be the Port Director, to serve as Anchorage's designee to the RTPO. The Assembly shall select two of its members to serve as designees to the RTPO, and a third member of the general public.
Upon prior notice to the Chair of the RTPO, an Anchorage representative may be represented at any meeting by a designee identified in the notice.

The RTPO will meet at least three times per year to review and establish annual priorities for transportation projects and conduct other organization business. Organization business will be based on an annual action plan approved by the RTPO.
All meetings of the RTPO and the technical subcommittee will be open to the public and subject to public notice as provided in law.

The staff from member agencies or contracted consultants will coordinate the administration of the RTPO. Anchorage will participate in a technical subcommittee of agency staff who will convene prior to each RTPO meeting.
