When used in this chapter, the following words and terms shall have the meaning set forth in this section, unless other provisions of this title specifically indicate otherwise.
"Program"
means any system of services, opportunities, or projects, either provided by the municipality or administered by the municipality as a state or federal pass-through program, designed to provide a targeted benefit. Program shall include, but not be limited to, such services as childcare assistance, public health services, and housing assistance.
"Targeted benefit"
means any discounts, rebates, or exemption from fees or taxes available to Anchorage residents based on age, income or disability.

A. 
Anchorage residents have the right to a simplified process to access municipal targeted benefits and programs.
B. 
The municipality shall provide a universal eligibility-screening tool for residents to efficiently access all targeted benefits and programs available from the municipality. To the greatest extent possible the process of screening and application shall be easily accessible and simplified.
