No vehicle or combination of vehicles capable of movement on a street or highway, and over 20 feet in combined, total length, shall enter, stand or park on the grounds of the City Hall/library complex at 700 Highway 2 unless a waiver is granted in writing by the mayor of the city or the mayor's designee.

Parking at the city/library complex shall be limited to City Hall and library employees or users only, during regular business hours. No overnight parking shall be permitted at said complex without written permission of the mayor of the city or the mayor's designee.

All state, federal and local law enforcement agencies shall have full police powers in the City Hall/library complex and adjacent grounds at 700 Highway 2, Leavenworth, Washington to enforce all federal, state, county and city laws and regulations.

No dogs or animals shall be allowed in the building with the exception of seeing-eye dogs and official police dogs, unless a waiver is granted in writing by the mayor of the city or the mayor's designee.

Any person violating any of the provisions of this chapter shall be guilty of a misdemeanor and shall be punished by a fine of not more than $250.00 or by imprisonment not to exceed 30 days, or by both such fine and imprisonment. Each such person is guilty of a separate offense for each and every day during any portion of which any violation of any provision of this chapter is committed.
