The purpose of this division is to provide for the creation of citizen advisory Welcome Committee (hereafter, "Committee") to advise City Council on issues facing new residents and advise the City Council on options to ensure that new city residents are aware of city resources and programs.

(a) 
The Committee shall make recommendations to the City Council regarding all matters involving the Welcome Committee, including but not limited to budget allocations, events, and civic activities. The Committee shall perform such other reasonable tasks as may be assigned by the City Council.
(b) 
The Committee shall make regular reports to the City Council and shall conduct public hearings as directed by the City Council.

The Committee shall be comprised of three to seven registered voters, seven being the maximum who are residents of the Village.

At the first meeting, all Committee members shall draw lots to determine which three members shall serve an initial term of one year. Thereafter, all commissioned terms shall be two years.

As Committee members complete their terms, a City Council Committee of three will recommend candidates to fill the term vacancies. The City Council shall, by a majority vote, elect the Committee members. If a vacancy occurs on the Committee, the City Council shall, by a majority vote, appoint a person to fill the expired term.

In its absolute discretion, the City Council may, by a majority vote, remove a member from the Committee for any reason including, but not limited to lack of confidence, incompetence, corruption, misconduct, or malfeasance. Any member who misses three consecutive meetings within a 12 month period or one-third (1/3) of all regular meetings shall be deemed to have automatically vacated his/her position on the Committee. This section shall not apply to a member who applied for and received an excused absence from the Committee chairperson prior to the meeting(s) at issue. Any member who no longer resides within the corporate boundaries of the Village is deemed to have automatically vacated his/her position on the Committee.

From among its members the Committee shall elect its officers, those being the Chairperson, Vice-Chairperson, Treasurer, and Secretary. Officers shall be elected for terms of one year. The Committee Chairperson shall preside over at all meetings and may vote. If the Chairperson fails or refuses to act, the Vice-chairperson shall perform the duties of the Chairperson. If the Chairperson and Vice-Chairman are absent, any member may be appointed by the Committee to preside the meeting.

The Committee shall conduct regular meetings once a month within the City limits at a time and place determined by resolution adopted by the Committee. The initial meeting of the Committee chair or upon application of three members. A majority of the Committee shall constitute a quorum. The Committee may determine the rules of its proceedings.
