The fees for disposal at county-owned recycling and garbage facilities will be established through resolution by the board of county commissioners and may be adjusted from time to time as reasonably necessary. The fees established are intended to cover the costs of collection, recycling, and disposal, and to fund programs supporting the management and enforcement of solid waste systems and programs identified in the Kitsap County solid and hazardous waste management plan.
The current fee schedule is available from the Kitsap County public works solid waste division and at each recycling and garbage facility.

The fees for disposal at the Olympic View Transfer Station will be established through resolution by the board of county commissioners and may be adjusted from time to time as reasonably necessary, including as needed under any operating agreement. The fees established are intended to cover the costs of operations at OVTS as well as to fund programs supporting the management and enforcement of solid waste systems and programs identified in the Kitsap County solid and hazardous waste management plan.
The current rate schedule is available from the Kitsap County public works department, solid waste division and the Olympic View Transfer Station scale house.
B. 
Nothing herein prevents those who contract for disposal at the Olympic View Transfer Station from having rates different than those established by resolution.

A. 
Discount. Qualifying charitable corporations involved in waste reduction, as set forth below, that self-haul their waste to OVTS are eligible to receive a fifty percent reduction in solid waste disposal fees for each monthly billing up to the first one hundred tons annually.
1. 
Application. To qualify for the discount, each charitable corporation must submit to the county by January 1st of each year, an electronic application containing all required information therein and attaching all supporting documents required by subsection (A)(2) of this section.
2. 
Documentation. Proof of the following must be submitted with the application:
a. 
Incorporation as a charitable corporation under Chapter 24.03A RCW;
b. 
Commitment to promoting waste reduction and recycling goals as established in the current Kitsap County solid and hazardous waste management plan;
c. 
Primary business is processing donated and/or abandoned goods for resale or reuse with proceeds from said resales committed to financing human service programs;
d. 
A screening process and employee training for (i) rejecting goods not suitable for resale or reuse and (ii) segregation and recycling of scrap metal and eligible electronics; and
e. 
Have an account in good standing with the county for the payment of disposal fees.
B. 
Vouchers. The senior maintenance and operations manager for the solid waste division has the authority to issue vouchers to cover the cost of solid waste disposal fees incurred by municipalities or nonprofit corporations for qualifying activities as provided herein.
1. 
Application. To receive a voucher, the municipality or nonprofit corporation must submit an application providing proof of status as a municipality or nonprofit corporation, describing the desired solid waste disposal to be covered by the voucher, and committing to use the voucher solely for the qualifying activities described in subsection (B)(2) of this section.
2. 
Qualifying Activities.
a. 
Litter pickup and illegal dump cleanup on public lands.
b. 
Litter pickup and illegal dump cleanup on private lands that are held open to the public for recreational access free of charge when the litter or illegal dump results from abuse by the public. Limit two vouchers per calendar year.
c. 
Garbage cleanup upon the initial acquisition of land by a charitable corporation where the land was acquired for conservation or public recreation purposes. Limit one voucher per land acquisition.
