The purpose of this chapter is to regulate and control the operation of certain machines known as pinball machines or other similar mechanical devices wherein coins are deposited by a player, and which machines either by the element of skill, or by the combination of elements of skill and chance, or by the element of chance alone determined a payout or reward to the player.

It is hereby determined that it is unlawful to operate or maintain in the town of Twisp any such machine unless a license is first procured, as provided in this chapter. Licenses for no more than five such machines may be outstanding at any time regardless of whether or not the holders of such licenses maintain the licensed machines in active operation, and regardless of whether all licenses are currently held by one or by more than one individual, firm or corporation.
