There is created a citizens committee to be called the urban forestry board.

The purpose of the board shall be promoting the responsible planting of trees on public and private property, public education about trees, promotion of proper maintenance of trees, advocating trees within the city, and developing innovative and joint funding for projects from a variety of sources.

The urban forestry board shall be composed of five voting members, at least four of which shall be residents of the city. The director of public works and the community development director, or their designees, shall serve as two additional nonvoting ex officio members of the board. Members shall serve without pay and shall be appointed by the mayor with confirmation from the city council. Members shall show an interest in accomplishing the purposes of the board. Membership should include people with expertise in arboriculture, local business persons, utility representatives and residents.

The initial appointment shall be one member to a one-year term, one member to a two-year term, and three members to three-year terms. Each appointment thereafter shall serve a three-year term. In the event of a vacancy of any position, the mayor shall appoint a successor for the unexpired portion of the term with confirmation by the city council. Members may be removed by the mayor, subject to approval by the city council, for inefficiency or neglect of duty.

The urban forestry board shall be responsible for developing and implementing an urban forestry strategy to accomplish the purposes of this chapter.
