For statutory authority as to contracting for public improvements, see RCW 35.43.190 and 35A.40.210.
When and as directed by the city council, the city clerk shall cause to be published in a newspaper of general circulation, in the city of Clarkston, a notice inviting sealed proposals for such work, fixing the time when such bids will be opened and containing such other directions and matters as the city council or the city engineer may from time to time direct.

The notice shall be published in the official newspaper, or a newspaper of general circulation most likely to bring responsive bids, at least 13 days prior to the last date upon which bids will be received.

All bids shall be accompanied by a bid proposal deposit in the form of a cashier's check, postal money order, or surety bond to the order of the city for a sum not less than five percent of the amount of the bid, such amount to be forfeited to the city in case the contract is awarded to such bidder and such bidder fails to enter into such contract and no bid shall be considered unless accompanied by such bid proposal deposit. When the contract is let then all bid proposal deposits shall be returned to the bidders except that of the successful bidder.

The city council shall have the power to reject any and all bids and shall have power to waive any irregularity in the form or manner in submitting any bid.

Nothing in this chapter herein contained shall prevent or prohibit the city of Clarkston in making any public improvements by day work under the supervision of the city council or by an officer designated and appointed therefor.
