Vehicular parking on the public streets, alleys and public parking lots within the municipal limits of the city is insufficient to provide adequate and necessary parking space for business firms, employees, patrons and deliverymen. To relieve the growing congestion occasioned by such parking, it is deemed necessary and proper to encourage the establishment of private parking and customer parking lots and areas. Policing, regulation and protection thereof is deemed necessary to encourage development of private and customer parking lots and areas.
