The ordinance codified in this chapter shall take effect on the thirtieth day after its enactment by the Council, but shall become null and void unless within 60 days after such effective date the franchisee shall file with the Recorder the franchisee’s written acceptance of the terms, conditions, and obligations to be complied with or performed by it hereunder.
