To assure that the official policies of the legislative and administrative branches of the City are properly expressed by City employees during appearances before legislative bodies or other governmental agencies.

Each mean attempting to influence the passage or defeat of any legislation or the adoption or rejection of any rule, standard, rate or other legislative enactment that will or could have an impact on the City of Kenmore.
A.
All testimony or Statements, written or oral, given by any employee of the City before any governmental legislative body or other governmental agency shall not be in conflict with the policies set forth by City Council action by motions, resolutions, or ordinances.

When there is a lack of formal action by the Council, a summary of remarks or copy of written Statement will be provided to the Mayor and City Council.
C.
Policies 2.1 and 2.2 above shall also apply to any correspondence written on City or departmental stationery and to any verbal conversation when the speaker represents himself as an employee of the City.
D.
Policies 2.1, 2.2 and 2.3 apply to all employees during normal working hours and that any written Statement on City or departmental stationery applies at all times. Employees who appear before any governmental legislative body or any agency during hours other than working hours will not represent themselves as employees of the City unless all information given is in compliance with this policy. If during the course of an appearance or verbal interchange, the fact emerges that the person is an employee of the City, then a disclaimer will be issued that the information or testimony given represents the views of the employee and not that of the City. If information or testimony is given that is contrary to official policies of the City, then a Statement to that effect will be given, if the person has been identified as an employee of the City.
