The purpose of this chapter is to regulate the operators of social games, and provide rules to protect the peace, safety and general welfare of the public.
means a game, other than lottery, between players in a private business, private club, or in a place of public accommodation where no house player, house bank, or house odds exist and there is no house income from the operation of the game.

In addition to the requirements in Chapter 5.05 HMC, an application for a social games license shall comply with all of the criteria in HMC § 5.15.040.

In considering the criminal background check, emphasis shall be given to any arrests or convictions of crimes of violence, sex offenses, narcotics, alcoholic beverage laws, and fraud.
A photograph taken within 60 days of application submission. The photograph shall be two inches by two inches showing the head and shoulders of the applicant in a clean and distinguished manner.
The room or enclosure where a social game is being played shall be open and accessible, and doors leading into the room or enclosure shall remain unlocked during all hours of operation.
