There is hereby established a uniform system of numbering all houses, stores, establishments, and other buildings, excepting minor sheds and outbuildings, now situated or which may hereafter be erected within the City limits of the City of Harrisburg, Oregon, which for convenience are hereafter designated as "structures." Pursuant to each system, the numbers shall be placed near the main entrance of each structure, and in accordance with the map and plan now on file in the office of the City Recorder which shall be known as the "Official Numbering Map of the City of Harrisburg."

Uniform numbering of mobile homes located within a mobile home park shall be numbered consecutively starting with the number one. It shall be the responsibility of the owners of the mobile home park to comply with this chapter.

First Street in the City of Harrisburg shall be the base line for commencing to number all streets extending east, and Smith Street shall be the base line for commencing to number all streets extending north and south. All numbering east of First Street shall bear no directional designation since there are no streets extending west of First Street. All numbering north and south of Smith Street shall be designated "North" or "South," as the case may be.

Numbers on all structures on the north side of streets extending east, and on all structures on the west side of streets extending north, and on all structures on the east side of streets extending south shall be odd numbers commencing with the number 101; and numbers on all structures on the south side of streets extending east, and on all structures on the west side of streets extending south, and on all structures on the east side of streets extending north shall be even numbers commencing with the number 100. All structures shall be numbered proportionally as to their location within the block.

The numbering shall be fixed by blocks, and in cases where the properties are not plotted the confines shall be fixed by the City Recorder. Each block shall be allowed 100 numbers, with 50 to each side of a street in the block. The numbers shall be assigned to structures on a frontage basis proportionate to the length of the block; and in the event a question arises as to the proper number for a particular structure, the question shall be decided by the City Recorder.
Duplex and triplex structures shall be given two or three numbers in consecutive order two units apart (e.g., 350 – 352 or 375 – 377). Apartment buildings shall be given a single number.

It shall be the duty of every person (which term shall be construed to include persons, firms and corporations) owning, occupying or controlling any structure within the City of Harrisburg, to obtain from the City Recorder the correct number for such structure and to number the same in accordance with the provisions hereof, the same to be done within 30 days after the passage of the ordinance codified in this chapter, or within 30 days after the erection of any structure which may be constructed after passage of the ordinance codified in this chapter.

All numbers shall be placed near the main entrance in a manner as to be plainly legible and visible from the street or road fronting the property. All numbers shall be Arabic or shall use the English alphabet. They shall be at least four inches in height with a minimum stroke width of 0.5 inch and shall be a color that distinctly contrasts with the background color.

It shall be unlawful:
1. 
For any person to fail or refuse to obtain a number or to place the same on any structure owned, occupied or controlled by such person, in the manner provided in this chapter;
2. 
For any person to remove, alter, or deface any number, or to substitute any other number therefor.

Any person, firm or corporation violating any of the provisions of this chapter shall be punished by a fine not to exceed $200.00. If the person, firm or corporation violating this chapter creates thereby a continuing condition in violation hereof, each day during which such condition is permitted to exist after notice of violation has been served upon the violator shall be deemed a separate offense hereunder.
