shall mean an event that results in large numbers of deaths and injuries; causes extensive damage or destruction of facilities that provide and sustain human needs; produces an overwhelming demand on state and local response resources and mechanisms; or causes a severe long-term effect.
shall mean an event or set of circumstances which demands immediate action to preserve public health, protect life, protect property, or to provide relief to any stricken community overtaken by such occurrences, or reaches such a dimension or degree of destructiveness as to warrant the governor declaring a state of emergency.
