Rates and fee schedule for Fircrest parks and recreation programs and facilities shall be as prescribed by the city manager or his or her designee subject to modification by the city council.

The city manager shall periodically review and amend the rate and fee schedule, considering such factors as cost of service and comparable fees.

A service charge of $35.00 shall be imposed upon any person who, in full or partial payment of a city park and recreation fee or obligation, tenders a check, which is thereafter returned to the city as a result of insufficient funds in the person's checking account.
