The enacting clause of all ordinances is as follows: "NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ENTIAT, WASHINGTON DO ORDAIN AS FOLLOWS:"

All ordinances to be passed by the council of the city of Entiat shall only be required to be read at one meeting of the council, except as otherwise provided herein or as required by law or as provided in Chapter 2.10 EMC, City Council Meetings.

After the passing of an ordinance by the council, said ordinance shall be signed by the mayor and attested to by the clerk-treasurer.
Promptly after adoption, the text of each ordinance or a summary of the content of each ordinance shall be published at least once in the city's official newspaper.
For purposes of this section, a "summary" shall mean a brief description which describes the main points of the ordinance. Publication of the title of an ordinance authorizing the issuance of bonds, notes or other evidence of indebtedness shall constitute publication of a summary of that ordinance. When the city publishes a summary, the publication shall include that the full text of the ordinance will be mailed upon request.
An inadvertent mistake or omission in publishing the text or a summary of the content of an ordinance shall not render the ordinance invalid.

No ordinance granting any franchise for any purpose shall be passed on the day of its first reading, nor within five days thereafter, nor at any time other than at a regular meeting, except as provided in EMC § 2.10.040, Special meetings.
