There is hereby established a Clayton Senior Citizen Center ("Senior Center") Municipal Parking Lot located on 1 Garwood Boulevard for use by Senior Center patrons only.
A. 
Permitted hours. Parking by Senior Center patrons only at the Senior Center Municipal Parking Lot shall be permitted during the following days and hours:

Hours
Monday, Tuesday and Thursday
7:00 a.m. to 4:30 p.m.
Wednesday and Friday
6:30 p.m. to 10:00 p.m.
B. 
Special events. In addition to the permitted hours of parking, the Clayton Senior Center Municipal Parking Lot may be closed to only Senior Center patrons on other days and hours of the week for events. In such case, then proper notification of the event will be provided.
Parking shall be prohibited at the Senior Center Municipal Parking Lot between the hours of 10:00 p.m. and 7:00 a.m., Monday through Friday.
The Senior Center Municipal Parking Lot parking spaces for use by the Senior Center patrons only be and are hereby designated on the attached Exhibit "A" and made a part of this article.[1]

This article shall be enforced by the Police Department, Code Enforcement Officer and/or any other municipal officials of the Borough of Clayton.
Any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine of not less than $50 but not more than $1,000 or by community service or a combination of both.
All ordinances or parts of ordinances inconsistent with this article are hereby repealed to the extent of such inconsistencies.
Each section, subsection, sentence, clause and phrase of this article is declared to be an independent section, subsection, sentence, clause and phrase, and the finding or holding of any such portion of this article to be unconstitutional, void, or ineffective for any cause, or reason, shall not affect any other portion of this article.
