Members of the library board shall be appointed by the City Council and shall serve two-year terms. Eligibility to serve on the library board shall require that the member be a citizen of the City of Grand Saline and/or the Grand Saline Independent School District jurisdictional area. The library board shall consist of seven members.

The library board shall serve in a purely advisory capacity to the City Council. To this end, the library board shall only have the power to make recommendations to the City Council concerning matters of interest to city's library, but shall have no ability to make final decisions on any matter concerning the city's library.

The library board shall have no oversight and/or advisory role concerning any city employee and or other personnel that may work at the library.
