There is in the city government a department known as the development services department. The administrative officer of the department is the development services director.

The development services director shall advise the planning commission and conduct investigations and make reports and recommendations on matters relating to zoning, subdivisions, land divisions, architectural and outdoor advertising controls and review, and such other matters as directed.

When a public hearing is required by law and the planning commission by resolution delegates the authority to fix hearing dates and give notice to him, the development services director may fix the time for the holding of the public hearing and give the notice required by law without further authorization from the commission.
