Each member of the board shall be a qualified elector of the city and shall have the experience and training to judge matters pertaining to building construction.

The board shall elect a chairman and vice-chairman from among its members. The chairman and vice-chairman serve for a term of one year and until the successor of each is appointed and qualified. The board shall appoint a secretary who need not be a member of the commission.

The primary duty of the building board of appeals is to hear appeals regarding the Uniform Code or California Code. In addition to this duty and any duties, rights and powers imposed by state law and the Uniform or California Codes related to building construction or safety, the board shall perform the duties and has the rights, powers and privileges provided by ordinance or resolution of the city council.
