When a person under 18 years of age violates a provision of this chapter, instead of a fine, the chief of police may prohibit the operation upon the streets and public places in the city for a period not to exceed 30 days of a bicycle used in violation. In this case, the chief of police shall impound the bicycle and retain it during the period of prohibition. The owner's registration slip shall be held for a like period.
