In addition to any other law, regulation or code requiring fencing at construction sites, the Construction Official may require the installation of privacy screening at construction sites under the following circumstances:
A.
When construction activity has ceased or has not commenced and there is a reasonable likelihood that the period of inactivity will extend beyond 30 days.
B.
When, by virtue of the size or location of the construction site, or due to other extraordinary circumstance, privacy screening is deemed appropriate to avoid negative impacts on the surrounding area, notwithstanding that construction activity is ongoing.
