No person shall park a vehicle registered for a gross weight of 26,000 pounds or more at any time upon any public streets and roads situate in the Township of Quinton.

Unless another penalty is expressly provided for by state statute, any person or persons who shall violate any subsection of this section shall be liable, upon conviction thereof, to a fine of not more than $1,000 or to imprisonment for a term of not more than 90 days, or both, for each such offense.

A.
Authority to close streets. The Mayor of Quinton, upon a finding that a safety problem exists for ingress and egress to any public or private school or for the provision of recreational facilities for children attending such school, or both, is authorized to close by regulation any portion of any street within the block upon which such school is located, to the use of through traffic during such time as he or she shall determine, which times shall not to exceed:
(1)
1 hour between 7:30 a.m. and 10:00 a.m.,
(2)
2 hours between 11:00 a.m. and 2:00 p.m., and
(3)
1 hour between 2:30 p.m. and 4:30 p.m.
on any days upon which such school is in session and to permit the use of said portion of said street, during said hours, for ingress and egress to such school, and for the use by the pupils of such school for recreational purposes.
B.
Postings. Upon any such road closure authorized in this section, warning signs shall be posted in said street indicating that said street is so closed and the purpose thereof, during the time when the same is so closed.
C.
Penalties. The penalties in § 218-14 shall apply to any person violating a street closure authorized by this section.
D.
Repealer. All Ordinances or parts of Ordinances inconsistent with this section are hereby repealed to the extent of such inconsistencies.
E.
Severability. Each section of this section is an independent section, and the holding of any section or part thereof to be unconstitutional, void or ineffective, shall not be deemed to affect the validity or constitutionality of any other sections or parts hereof.
F.
Effective date. BE IT FURTHER ORDAINED that this section shall take effect immediately upon final passage and publication as required by law.
