The parks, recreation and aquatics department is hereby established. The department shall be responsible for the administration of the parks, recreation, community services, and aquatics programs of the city and such other functions as may be assigned by the city manager.

There is hereby created the position of parks, recreation and aquatics director. The position of parks, recreation and aquatics director shall be appointed by the city manager. The parks, recreation and aquatics director shall be an at-will employee, to serve at the pleasure of the city manager.
