The city manager shall appoint three members to the commission. The term of office of each member shall be three years. If at any time a commission member is disqualified from acting, by reason of conflict of interest or appearance of fairness or any other similar cause, then the appointing authority may appoint a temporary replacement for said position on the commission to act only with respect to the particular matter for which the commission member was disqualified. Said disqualification shall in no way affect the disqualified commission member's status as to any matters other than that for which he was disqualified.
