No person, association or corporation shall engage in the business of hauling or transporting garbage, refuse, rubbish, cans, bottles or other recyclable materials within the city, or in gathering the same within the city for a disposal at some point or area outside the city without obtaining a license therefor, and complying with the laws and regulations of the city, county, state, federal governments in the pursuit of such business.

Within 60 days after submittal of a complete application, the licensing officer shall approve or disapprove the application, based upon the applicant's ability to provide the collection and disposal service and upon a determination of public necessity for issuance of the requested license.

In addition to the annual license fee, the licensee shall be required to pay any and all expenses incurred by the city in relation to garbage, refuse and/or recycling. The expenses so incurred by the city shall be prorated between the licensees in the same ratio as their revenue derived within the city bears to the total of such expenses.

The licensee shall collect the garbage from residential customers not less than once per week and commercial customers shall be collected daily or as often as required.
