No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of lawful traffic movement and with the wheels of the vehicle on that side which is consistent with the lawful movement of traffic within 12 inches of the curb or edge of the roadway except as otherwise provided in this chapter.

The city manager, or his designee, shall determine upon what streets, other than those forming a part of the primary or secondary state highways, angle parking shall be permitted.

Upon those streets which have been signed or marked for angle parking, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings.

The city manager, or his designee, is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property, or to the owner of the vehicle, and shall grant to such person the privilege as therein stated and authorized herein, and it is unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit; provided, however, that no permit issued under this section shall be exclusive.

No person shall park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than 10 feet of the width of the roadway for free movement of vehicular traffic.

No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than 10 feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand, or park a vehicle within an alley in such position as to block the driveway entrance to any abutting property.

A. 
No person shall park or store upon the city streets or rights-of-way any motor vehicle or other object for the purpose of displaying such motor vehicle or other object for sale, or for advertising the sale thereof.
B. 
No person shall park or store upon the city streets or rights of way any motor vehicle, camper, trailer, boat or other object, for the purpose of greasing or repairing such motor vehicle, camper, trailer, boat or other object, except that emergency parking for repairs upon a motor vehicle not requiring over one hour of total time shall be permitted.
C. 
No person shall park or store upon the city streets or rights of way any motor vehicle which is temporarily or permanently inoperative for any reason whatsoever, including lack of proper license, except parking for emergency repairs as authorized in subsection (B) of this section.
D. 
Overnight parking, except automobiles, motorcycles, and pickup trucks, is prohibited on any street within the city.
E. 
Parking on any street within the city shall not at any time interfere with the normal flow of traffic.

A. 
The city manager, or his designee, is authorized to erect signs indicating no parking upon both sides of any street adjacent to any school property where such parking would, in his opinion, interfere with traffic or create a hazardous situation.
B. 
When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.

A. 
The city manager, or his designee, is authorized to erect signs indicating no parking upon both sides of a street when the width of the improved roadway does not exceed 20 feet, or upon one side of a street as indicated by such signs when the width of the improved roadway is between 20 and 28 feet.
B. 
When official signs prohibiting parking are erected upon narrow streets, as authorized in this section, no person shall park a vehicle upon any such street in violation of any such sign.

A. 
The city manager, or his designee, is authorized to determine and designate, by proper signs, places not exceeding 100 feet in length, in which the stopping, standing, or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
B. 
When official signs are erected at hazardous or congested places as authorized in this section, no person shall stop, stand or park a vehicle in any such designated place.

A. 
No person shall stop, stand or park a vehicle in any garage, parking area or other property owned and/or operated by the city of Fife, where signs prohibit or restrict such stopping, standing, or parking without lawful authority or permission.
B. 
The city manager, or the city manager's designee, is authorized to prohibit, regulate, or limit stopping, standing, or parking of vehicles in any garage, parking area or other property owned and/or operated by the city of Fife.
C. 
In lieu of, or in addition to penalties provided in FMC 10.24.110, the city may impound unauthorized vehicles in accordance with applicable law.

In addition to the authority granted to the city manager in other sections of this chapter, the city manager or designee, after consultation with the public works director and chief of police, is authorized to prohibit, regulate, or limit stopping, standing, or parking of vehicles on any city right-of-way, or portion thereof, at all times or during such times as shall be indicated by official traffic control devices.

If no response is made to a notice of infraction relating to a parking violation within 15 days from the date it is issued, the municipal court shall impose an additional $25.00 monetary penalty in addition to the base monetary penalty for committing the parking violation. If the defendant fails to appear at a requested hearing on a notice of infraction relating to a parking violation, the municipal court shall impose an additional $25.00 monetary penalty in addition to the base monetary penalty for committing the parking violation.

Violation of any section of this chapter shall constitute a parking infraction, subject to a monetary penalty in the maximum and default amount of $20.00, not including statutory assessments.
