The 2021 Edition of the Uniform Plumbing Code, published by the International Association of Plumbing and Mechanical Officials, as adopted and amended by the Washington State Building Code Council in Chapter 51-56 WAC, and as may subsequently be amended, is hereby adopted by reference as though fully set forth herein, with the following additions and amendments; provided, that any law enforcement action commenced under any prior code shall remain in full force and effect unless the misconduct charged under a prior code is lawful under the newer code or standard.

Section 103.4 of the Uniform Plumbing Code is amended to read as follows:
103.4.1 Permit fees. Fee shall be assessed in accordance with the provisions of this section and as set forth in the fee schedule set forth in FMC 15.12.020.
103.4.2 Plan review fees. When a plan or other data is required to be submitted by 103.2.2, a plan review fee shall be paid at the time of submitting plans and specifications for review. The plan review fee shall be equal to 65% of the permit fee.
The plan review fees specified in this subsection are separate fees from the permit fees specified in this section and are in addition to the permit fees.
When plans are incomplete or changed so as to require additional review, a fee shall be charged at the rate shown in FMC 15.12.020.
