A sign permit fee and a sign plan check fee shall be paid in accordance with the fee schedule in effect at the time of application. All requests for permits shall be accompanied by payment of the plan check fee at the time of plan submittal. The permit fee shall be paid prior to issuance of the sign permit.

There is a sign plan check fee required for all signs except temporary, home occupation, and directional signs. If a business is requesting more than one sign in an application, only one sign plan check fee is required. Sign permit fees are required for each sign in addition to the sign plan check fee. Fees for sign permits for each sign erected, installed, affixed, structurally altered, relocated, or created by painting shall be as set forth in the current fee schedule.

The fees set out in FMC 16.08.030 may be partially refunded in the event that no portion of any work authorized by the permit has been performed and provided that no inspections have been made. Such refunds must be authorized by the community development director upon written request of the applicant within 30 days from the date of permit issuance. Plan check fees are nonrefundable. If an applicant requests that a temporary sign permit fee be refunded, only a portion of the fee may be refundable.

When a public hearing is requested for a variance from this chapter or for an appeal of a decision related to a valid application, the fee shall be as set forth in FMC 16.08.030.

The applicant or sign owner shall have the responsibility for calling for sign inspections as outlined in the uniform codes. All signs that require a permit shall be subject to a final inspection by the community development director. In addition, inspections are required by the building official for all signs having footings. Twenty-four-hour notice is required for all inspections. Signs may be reinspected at the discretion of the community development director or building official.

The community development director is authorized and empowered to revoke any permit upon failure of the holder to comply with any provision of this chapter. In the event of an error in the issuance of a sign permit, the community development director can cancel or revoke the sign permit.
