In addition to any other filing fee required herein simultaneously with the filing of any application and with the payment of the filing fee to the clerk/treasurer of the city for an action which requires a public hearing under this title, the applicant shall deposit with the clerk/treasurer the sum of $100.00 to be utilized by the responsible official in defraying the cost of publishing such notices as may be required by the various provisions of this code or as may be determined to be appropriate by the responsible official. Upon the publication of all notices required during the proceedings involving the particular application and subsequent to the remaining from said deposit shall be returned to the applicant. In the event that the deposit is not adequate to pay the costs of publication actually incurred and in the further event that the deficit exceeds $10.00, then the clerk/treasurer shall notify the applicant of the deficit. Upon receipt of the notification, the applicant shall pay such sum to the clerk/treasurer. The payment of any such sum shall be deemed a condition precedent placed upon the approval of any request of application requiring the holding of the hearing to the extent that such condition may be allowed by the laws of the state of Washington.
