§ 1.32.010 Compliance with Charter.

All ordinances of the city council shall comply with the provisions of the Kelso City Charter contained in Section 2.11 thereof as to form, procedure, effective date and publication.

§ 1.32.020 Enacting clause and title.

A. The enacting clause of all ordinances shall be “THE CITY COUNCIL OF THE CITY OF KELSO DO ORDAIN AS FOLLOWS:” to conform to RCW 35A.13.190.

B. The title of all ordinances shall summarize the contents thereof, which title shall constitute the “summary” required by Kelso City Charter Section 2.11(d).

§ 1.32.030 Emergency ordinances.

Emergency ordinances may be adopted pursuant to Kelso City Charter Section 2.12.

§ 1.32.040 Adoption of technical regulations codes.

Codes of technical regulations may be adopted by reference pursuant to Kelso City Charter Section 2.13.

§ 1.32.050 Adoption of state statutes.

Washington State statutes, state, county, or city codes, regulations or ordinances or portions thereof may be adopted by reference in conformity with RCW 35A.12.140.

§ 1.32.060 Filing with city clerk.

While any such compilation provided for by Sections 1.32.040 and 1.32.050 is under consideration by the city council prior to adoption, not less than one copy thereof shall be filed in the office of the city clerk for examination by the public.

§ 1.32.070 Authentication, recording, codification and printing.

Authentication, recording, codification and printing shall be as provided in Kelso City Charter Section 2.14.
