All motor vehicles transporting any cargo consisting of substances or materials of a nature which are dangerous or hazardous including, but not by way of limitation, explosives, flammable solids or liquids, compressed gasses or any other substance, whether solid, liquid or gas, shall comply with the safety rules and regulations of the State Utilities and Transportation Commission or the failure to comply with such rules and regulations is a misdemeanor.
