A Water Resources Department is hereby created, which shall be under the direction of the Water Resources Director, who shall be appointed by the City Administrator upon approval of the City Council.

The Water Resources Director, subject to the approval of the City Administrator, shall organize and maintain such divisions in the Department as necessary to economically and efficiently carry out the functions of the Department.

The Water Resources Director shall be responsible for the supervision and control of all personnel, materials, and equipment assigned to the Department and for the performance of the functions of the Department, subject to the supervision of the City Administrator.

The function of the Department is the administration of matters pertaining to water and wastewater systems, and any other functions assigned by the City Administrator.

In the event of the temporary absence or disability of the Water Resources Director, a member of the Water Resources Department, designated by the City Administrator, shall perform the duties and exercise the powers of the Water Resources Director.
