Residential and small commercial (general service) customers, desiring to equalize their utility payments throughout the year, may apply for participation in the budget plan. The customer may sign up at any time during the year after 12 months of continuous service and the account will be adjusted regularly and in accordance with the complete plan contained in the "utility customer services policies" within the administrative services group.

Changes made to the budget plan, or the utility customer services policies dealing with the budget plan, will be subject to review by the finance director and the city manager.
