No permit shall be issued until the permittee shall have filed with the director of finance a public liability insurance policy issued by an insurer authorized to do business in the state of Washington providing coverage to the permittee and to the city of Richland with limits of not less than $100,000 per person and $300,000 per occurrence insuring against liability for damages which may be caused to a person or persons arising from any acts, or failure to act, of the permittee, his agents, employees, members of the parade or the city. In addition thereto, such policy of insurance shall provide coverage to the permittee and to the city of Richland, with limits of not less than $100,000, insuring against liability for damage to property arising from any acts or failure to act of the permittee, his agents, employees, members of the parade or the city. These requirements shall apply to parades requiring exclusive use of streets over the parade route.
