If the power factor at which power is delivered to the customer is less than 97 percent lagging, the billing demand may be increased by one percent for each one percent or major fraction thereof that the average power factor is less than 97 percent lagging.
The average power factor will be determined by measurement of kilowatt hours and reactive kilovolt-ampere hours during the billing period using the following formula:

The director may discontinue service for failure by any customer to pay charges for service.
The director may discontinue service to a customer for theft of current or the attachment by customer to any wires belonging to the city of devices used for theft of current. Discontinuance of service does not release the customer from his obligation to pay charges for service provided hereunder.

A customer, served under a rate schedule specifying a metered demand (kilowatt) range, will be evaluated monthly to determine whether actual metered demand falls within the class demand range. If the customer's demand activity occurs outside the specified demand (kilowatts) range during at least seven monthly billing periods in any consecutive 12-month period, then the customer will be reclassified to the appropriate customer class consistent with actual historical demand activity. If the customer's metered demand is substantially impacted by extended reductions in service, such as seasonal operation or prolonged maintenance or other outages, then demand activity will be evaluated with this in mind.

In addition to the various rate schedules, the prevailing utility occupation tax shall be charged for this service.
