In order to carry out the purposes of this title, it is determined that public necessity demands, and there is established, the office of animal control officer for the city.

It shall be the duty of the animal control officer to enforce all the provisions of the laws of California and the provisions of this title concerning the licensing, seizure, impounding, and killing of dogs and such other duties as may be required by law.

Any person who shall interfere with, or oppose, or resist the animal control officer or other person authorized under the provisions of this title, while in the performance of any act or duty authorized or prescribed by this title is guilty of a misdemeanor.
