At the discretion of the animal control officer, any injured animal found in a public area may be removed to a qualified veterinarian for treatment.

No owner shall fail to provide any animal with adequate food and water, proper shelter and protection from the weather; veterinary care when needed to prevent suffering because of injury, illness, or advanced age; and with humane care and treatment. No person shall beat cruelly, ill treat, torment, mutilate, overload, overwork, or otherwise abuse any animal. No owner shall abandon any animal.
