In accordance with Section 476 of the Health and Safety Code of the state of California, the city council consents to the health officer of the county to serve in the office of health officer for the city. Acting in the capacity as city health officer, the health officer of the county shall enforce all ordinances and regulations of the city and all statutes of the state of California relating to public health and sanitation.

The Humboldt County health department is designated as the enforcing agency for well permitting, construction and abandonment as required under Section 13801 of the Water Code of the state of California, and the standards contained in the State Water Resources Control Board Bulletins 74-81, 74-91 and any subsequent revisions; provided, that the cost of these activities is paid solely through permit fees, with no additional cost to the city.
