The purpose of this chapter is to establish a uniform system for numbering and naming both private and public streets to enable emergency vehicles to respond quickly to calls, expedite postal and other delivery services, eliminate confusion, and to locate business places and residences without difficulty.

It shall be the duty of the planning director to exercise general supervision and control over the numbering of buildings in the city and naming streets in accordance with the provisions of this chapter. After the effective date of the ordinance codified in this chapter, all streets shall be named and buildings shall be numbered in accordance with this chapter.
The planning director shall add every new street to the official zoning map of the city, and shall maintain a list of the approved names. Building numbers shall be maintained in the assessor's books.

Every person owning, controlling, occupying, or using any house, store, storeroom, or building fronting on any street shall attach a street number assigned by the city.
A. 
Street Numbering System. The following numbering system shall be used:
1. 
East-West Streets. The numbers on all streets generally leading easterly and westerly shall begin at the centerline of Section 34, Township 3 North of Range 1 West, Humboldt Meridian. New even and odd numbers shall be assigned every six feet. Such street numbers shall change to the next hundred at the end of each 300 feet east where cross streets are not established, and shall change to the next hundred at the east line of established streets. Even numbers shall be placed on the north side of streets and odd numbers on the south side of streets.
2. 
North-South Streets. The numbers on each street generally leading northerly and southerly shall begin at the south line of Township 3 North, Range 1 West, Humboldt Meridian (Smith Lane). New even and odd numbers shall be assigned every six feet. Such street numbers shall change to the next hundred at the end of each 300 feet where there are no cross streets and at the north line of established cross streets. Even numbers shall be placed on the west side of streets and odd numbers of the east side of streets.
B. 
Multiuse Buildings. All multiuse buildings and multifamily dwellings shall be assigned one number on the side of the building fronting on the street and each use or dwelling unit shall be assigned an individual number beginning with 100.
C. 
Size and Location of Street Numbers. All numbers shall be sized, located, and contrast so that they are easily visible from the center of the street. They shall be at least three inches in height.

No street shall be named so that it conflicts with an existing street name after the effective date of the ordinance codified in this chapter.
A. 
Street Naming System. The following system of street naming shall be used:
1. 
All streets running generally northerly and southerly shall be known as "avenues."
2. 
All streets running generally easterly and westerly shall be known as "streets."
3. 
All streets running in a variable, curving or winding direction shall be known as "drives," "ways," or "roads."
4. 
All cul-de-sac or dead-ends, not a continuation of any of the above shall be known as "courts" or "places."
B. 
Subdivisions. Every street included on a parcel or final subdivision map shall not be recorded until the proposed names have been approved by the planning director and identified on the map.
C. 
Conflicts. All street names established after the effective date of the ordinance codified in this chapter shall be known by the same name for its entire length, and where a street changes direction of 90 degrees or more, each direction shall be known by a different name; provided, that where such exists on the effective date of the ordinance codified in this chapter, such name may continue to exist provided there shall be no further extension of the street.

If the planning director finds existing streets now carrying more than one name or streets numbered inconsistent with this chapter, a meeting may be held with the residents and businesses along the street to determine if any changes should be made to correct a problem. After a meeting with the residents, a public hearing may be held by the planning commission to recommend a suitable singular name or numbering system to the city council. A final public hearing shall be held by the city council. All residents affected by any recommended changes shall be mailed a notice within 10 days of any public hearing.

Any street name within the city may be changed. To change an existing street name, a petition with the signatures of at least 75 percent of the property owners who live on the street must be submitted to the planning director for consideration or three of the city council members must make a request to the city manager. A public hearing will be held by the planning commission to recommend a name to the city council for any petitions submitted to the planning director. The city council shall hold a public hearing before approving any changes to a street name. All residents affected by any recommended changes shall be mailed a notice within 10 days of the hearing.

Any person, whether principal, agent, employee, or otherwise, violating or causing or permitting the violation of any of the provisions of this chapter may be guilty of an infraction.
