A special fund known as the Technology Surcharge Fund is hereby established. The Director of Finance is hereby authorized to open a special account to carry out the purpose of this article

Allocations of this fund are to come from a surcharge imposed on tickets issued by the Municipal Court, pursuant to § 26-11(C).
A.
The special fund known as the "Technology Surcharge Fund" shall be maintained by the City of Pawtucket for the support of technological enhancements of the Municipal Court.
B.
In addition to technology enhancements, remaining balances of funds on technology surcharges will be used to enhance school and community safety to create more secure environments for students and pedestrians while promoting responsible driving behaviors.
The Chief of Police is hereby authorized to exercise control over those funds that are ultimately disbursed by the Director of Finance.
The Director of Finance shall invest such funds in bonds, certificates of indebtedness or notes which are legal investments for funds of the City. Income derived from said investments shall be retained for the purposes of this fund.
