The regular meetings of the city council shall be held on the second and fourth Mondays of each month at 6:00 p.m.; provided, if a regular meeting day falls on a legal holiday or on a scheduled furlough day, the regular meeting shall be held at 6:00 p.m. on the next business day following the holiday or furlough day. The city council may reschedule a regular meeting when, by a vote on a motion, the city council finds and approves that rescheduling a regular meeting is in the best interest of the efficient and effective functioning of the council and the city of Pacific. Notice of the rescheduled meeting will be made by the city clerk in the same manner as with other meeting announcements and as required by state statute.

The official location of the city council meetings is 100 Third Avenue Southeast, city of Pacific, King County, Washington, otherwise known as City Hall Complex. In the event of a declared public emergency by the mayor, pursuant to Chapter 2.76 PMC, or by a federal, state or local official, meetings of the city council may be held by telephone and video conferencing where permitted under the Open Public Meetings Act, Chapter 42.30 RCW.

A. 
The city council shall hold two workshops each month on the second and fourth Mondays of each month immediately following the regular city council meeting; workshop meetings shall end at 9:00 p.m. unless extended by a majority vote of the city council. If a workshop meeting day falls on a legal holiday or on a scheduled furlough day, the workshop meeting shall be held on the next business day following the holiday or furlough day; except when, by a vote on a motion, the city council finds and approves that a cancellation or rescheduling of a scheduled workshop is in the best interest of the efficient and effective functioning of the council and the city of Pacific. Notice of the cancellation will be made by the city clerk in the same manner as with other meeting announcements.
B. 
The purpose of a workshop is for the city council to discuss and analyze matters which the city council will consider at its regular meetings.
C. 
Unless otherwise prohibited by law, audience participation at a workshop shall be permitted only with the consent of one or more city council members.
D. 
The city council shall not take final action on any matter at a workshop.
E. 
The city council may set additional workshops at a regular city council meeting.

All demands against the city shall be presented to and reviewed by the finance committee of the city council, which shall make a recommendation to the city council regarding the payment or nonpayment of each demand. The city council shall audit each demand. Approval of a demand shall be effected by at least two members of the finance committee affixing their signatures to the demand on the space provided for on the same by the city clerk.

Pursuant to the provisions of Chapter 35A.12 RCW, the city council and mayor shall receive compensation in an amount to be established by the salary commission and included in the ordinance adopting the city's budget.

A salary commission is hereby established to review and establish the salaries for the city council and the mayor of the city and perform the duties established by RCW 35.21.015 as now existing or hereafter amended. The salary commission shall not be a standing commission. The commission shall be filled and members appointed in accordance with PMC § 2.04.070, once every three years commencing in 2023. The commission may be formed at any time in the interim years by council resolution.

A. 
The commission shall consist of three members, to be appointed by the mayor with the approval of the city council, in conformance with RCW 35.21.015 as codified and amended hereafter. Members must be a resident of the city and a registered voter of King County or Pierce County.
B. 
Members of the commission shall serve for a one-year term which shall commence when the last of the three commission members has been appointed and shall serve without compensation. No member may be appointed to more than two terms.
C. 
No officer, official, or employee of the city or any of their immediate family members may serve on the commission. "Immediate family member" as used in this subsection means the parents, spouse, siblings, children, or dependent relatives of an officer, official, or employee, whether or not living in the household of the office, official or employee.
D. 
Members may only be removed by the mayor during their term of office for cause of incapacity, incompetence, neglect of duty, or malfeasance in office, or for a disqualifying change of residence or revocation or other loss of voter registration.
E. 
Vacancies occurring shall be filled in the same manner as the original appointment, with the replacement serving the remainder of the unexpired term.

A. 
The commission shall review and set the salaries and, if appropriate, annual adjustments to salaries, of the city council and the mayor of the city of Pacific. The commission shall convene and review the salaries of the city council and mayor once every three years, or on an alternative schedule set by a majority of the city council by resolution.
B. 
All commission meetings shall be open to the public. Citizens of the city shall have an opportunity to comment or submit comments in writing prior to a commission vote to increase or decrease salaries.
C. 
Any increase or decrease in salary shall be filed by the salary commission with the city clerk and shall become effective and incorporated into the city budget without further action of the city council or the commission, subject to the following:
1. 
Salary increases established by the commission shall be effective as to all incumbent city council members and mayor, regardless of their terms of office.
2. 
Salary decreases established by the commission shall not be effective as to incumbent city council members and mayor until the commencement of their next term of office.
D. 
Any adjustment of salary by the commission shall supersede any city ordinance related to the budget or fixing of salaries, but only to the extent there is a conflict.
