Pursuant to Chapter 35A.63 RCW, there is established a planning commission for the city. The planning commission shall be an advisory body to the city council, and shall have the following duties and responsibilities:
A. 
Preparation and review of the comprehensive plan of the city;
B. 
The planning commission will hold public hearings and make recommendations to the city council on zoning code text and development regulation amendments, area-wide rezones and adoption of comprehensive plan amendments. "Development regulations" are defined as "controls placed on development of land use activities by the city including, but not limited to, zoning ordinances, critical areas ordinances, shoreline master programs, official controls, PUD ordinances, subdivision ordinances, binding site plan ordinances, together with any amendments thereto";
C. 
Such other advisory duties as may be assigned by the city council.

A. 
The planning commission shall consist of seven members to be appointed by the mayor and confirmed by the city council. Six of the positions shall be considered full-term appointments of six years. One position shall be reserved for a Pacific youth, 16 to 21 years of age, and shall be for one year.
B. 
Two full-term commission members may be a principal in or be employed by a business operating in the city of Pacific. The remainder of the full-term commission members, excluding the youth position, shall be residents of the city.

Vacancies in the planning commission which occur otherwise than through the expiration of terms shall be filled for the unexpired term by appointment through the mayor and confirmation by the city council. Members of the planning commission may be removed after public hearing by the mayor with the approval of the city council for inefficiency, neglect of duty or malfeasance in office. If a member of the planning commission absents himself for three consecutive regularly scheduled meetings thereof, unless by permission of the commission, such absence shall be deemed prima facie evidence of neglect of duty. Each member shall be selected without respect to political affiliations and shall serve without compensation.
B. 
Vacancies Due to Military Orders. The mayor shall have the discretion to appoint, with the confirmation by the city council, a replacement commission member for that period of time during which a vacancy on the planning commission shall occur due to an extended leave of absence caused by the military service of a member. The replacement appointee shall serve only until such time as the absent commission member returns from the military duty that caused the extended leave of absence. If the absent military commission member's term expires during his/her extended leave of absence, the replacement commission member will serve only the remaining term of the absent commission member.

The planning commission shall conduct its meetings, make its expenditures, and carry out its powers as a planning commission pursuant to the provisions of Chapter 35A.63 RCW. During the first meeting of each calendar year, the planning commission shall elect from among its members a chairperson to serve for a term of one calendar year, and may create and fill such other offices as it may determine that it requires.
