The city engineer shall be appointed by the mayor, subject to confirmation by a majority of the city council, and shall serve at the pleasure of the mayor.

The city engineer shall provide technical assistance to the city council and city staff; manage and maintain records of construction and use of public rights-of-way; supervise and participate in inspection of public works construction; and review development proposals for conformance with standards.

The city engineer shall have authority to interpret and implement the city of Pacific's development guidelines for public works standards, and shall have authority to amend those standards after consultation with the city council's public works committee.
