If any person other than an authorized contractor or an employee of the water department shall turn the water on or off at the city's stopcock for any reason whatsoever, the superintendent shall cause the water to be shut off, and the water will not be turned on again until there has been paid an additional charge as established by the current fee schedule for turning on such water service.

It is unlawful for any person carrying on the business of plumbing to make any connections with any service or branch pipe thereof, or make any repairs, additions or alterations of any city main, service pipe, stop and waste, and city meter, except in compliance with this chapter. He shall first deposit a bond in the amount of 150 percent of the estimated cost of construction with the finance director as a guarantee of the proper performance of his work to indemnify the city for any charges or penalties that may be imposed for work done on his account.
