The purpose of this title is to establish minimum standards and requirements for the use of mobile units and for operation of mobile home parks. It is the intent of this title to provide regulations for public health and safety which allow a certain degree of flexibility in design.

The regulations contained in this title have been determined by the planning commission to be in accordance with the general development plan for the city and necessary to protect and secure the public health, safety, and general welfare.

The regulations contained in this title are also intended to implement and supplement the "Mobile Home Regulations of the State of Washington Department of Health" only where this title prescribes minimum standards equal to or greater than the state rules and regulations.
