A.
The following streets within the city are designated as one-way highways:

All vehicles, whether self-propelled, horse-drawn or operated by bodily exertion or force, shall be driven and operated to the right of the park area when within the portions of Madera Avenue.

The chief of police is authorized and directed to install and place traffic-control signs, in accordance with law, at the entrance to the portions of Madera Avenue.
D.
It is unlawful for the operator of any vehicle to operate or drive the vehicle in a direction on the portions of such streets other than as provided in this section; and any such person violating any of the provisions of this chapter shall be fined not more than fifty dollars, or imprisoned in the City Jail for not more than fifty days, or by both such fine and imprisonment.
