The city council may from time to time designate zones within the city where it is unlawful to operate a vehicle in excess of the posted speed limit. Upon such designation by the city council by resolution, it shall be the duty of the city engineer to place along the street upon which traffic is to be controlled, and at the right-hand side of the street upon which traffic is to be controlled, a sign bearing the speed limit of that zone.

From and after the passage of such resolutions and the placing of the signs, it shall be unlawful for any operator of any motor vehicle operating upon the streets upon which the signs have been placed, to operate the vehicle in excess of the posted speed limit.

Any person violating the provisions of this chapter shall be guilty of an infraction and shall be punishable by a fine of not more than one hundred dollars.
